These were "The Prancing Fluids," a tourist attraction along the Savannah River in Savannah, Georgia.

No I'm just kidding, the Prancing Fluids were a fountain on the set of David Letterman's television show in 1987 (see this example). This was different from that.

In Savannah, Georgia, on December 31st, 2023, was the Riverside Fountain along the Savannah River, in Martin Luther King, Jr. Park in the Plant Riverside District, at the north end of Martin Luther King Jr Boulevard.

 

Per a news article in the Savannah Morning News ("Savannah’s Plant Riverside District officially opens," July 29, 2020), I assume the fountain was installed circa 2020.

 

Yonder is the Talmadge Memorial Bridge on U.S. Highway 17, completed in 1991, named in honor of a viciously hateful segregationist governor. Hutchinson Island is on the opposite riverbank.
