Imagine how surprising it would have been if the white southerners of the mid-1960s had had the aesthetic foresight to align the center column of their imposing government building with the center line of the street it overlooks.
Speaking of white southerners of the mid-1960s, from 1965 to 1985 inmates were warehoused without air conditioning on the building's baking hot top floor. Casual sadism was rampant in daily life!
