Good view of see-through fabric.

I looked into the backstory of all this:

 

The building is the California State Automobile Association building and was built in 1925. It later had a modernist façade glued onto it. The scaffolding we see here was erected to facilitate the picking/peeling off of that façade, in preparation for the building's demolition. It shall be replaced by apartments.

 

So this is an example of DEMOLITION SCAFFOLDING.
