Melaleuca leucadendra - Weeping Paperbark (as I identify it)
Evergreen tree with weeping habit and whitish papery bark. and with long creamy-white fragrant flowers in bottlebrush spikes.
It grows near and looks the same as this tree

However they flowered at different time. By my observation often you cannot relay on flowering period to ID Australian plants.
