A shot of PO hackery. It appears that the the PO either broke the white plastic sleeve that joins the evap hose to the fuel filler evap tube, or somehow damaged the fuel filler evap tube the white sleeve slips into. It is common for these white connectors to crack and be rendered useless, and it was completely missing in this case. To fix whatever the problem was, the PO cut off the fuel filler evap tube, and replaced it with some kind of metal tubing connector which can be seen in the following pictures. He then slathered the entire area with RTV to ensure his handiwork would not leak or draw in exhaust gasses. Note there is other hackery visible in this shot as well. More on that as we move ahead.
