The truck and trailer both have air ride suspension. The trailer rides on these air bladders, which pivot on an arm. However, these bladders have folded over on themselves. Some trailers dump the air from the bladders when you set the brakes, deflating them completely. Sometimes when you charge the system and start rolling before they are re-inflated, they can fold in on themselves and get stuck like that. (ie, if you are pulling out of a driveway that slopes down toward the street, the forward axle of the trailer will get fully extended down in the dip where the driveway and the road meet. Without full pressure in the airbag to hold it out, it folds inwards when the axle comes back up to a normal distance. If they aren't overlapped too badly, they'll often pop out to normal when going down the road. But when they are this bad, you often have to find an inclined driveway somewhere to extend the axle when the pressure has built up, and pop it back to normal. Does that make sense?
I've seen this thing a million times on the way to work. I can't imagine what would fit in this tiny thing. From the side it reminds me of a horse trailer, but that would be one skinny horse.
