Resting potential is not an absence of function, but the maximum concentration of energy accumulated prior to transmission. In neurobiology, it represents the electrical charge of a cell ready to trigger an impulse in a millisecond; here, it becomes the condition of the silent instrument. The tangled cable is the sum of the infinite possibilities of the voice still trapped in static matter. The instrument is not inert: it is charged, watchful, and maintains its intrinsic capacity to shape communication as soon as the circuit is activated. It is the compressed power of the medium waiting for the exact moment to transform silence into a pure signal

Before the invention of radar a network of sound mirrors were constructed along the South and East coast as part of Britain's early air defence system.
With an extremely sensitive microphone mounted centrally in the parabolic dish, aircraft could be heard well in advance of being sighted.
This new (at the time) technology was made obsolete and was superceded by the invention of radar (also a British discovery).
