The painted texture surrounding the steel sculpture was created when graffiti surrounding the art was covered. It adds a field of energy to the static head that I hadn’t noticed until I took this photo. The artwork was created by the winner of a call for public art proposals for this site. It was many years ago. My proposal for this wall was selected as one of the three finalists. It would have consisted of a mural sized mosaic with the scales of justice as the theme. When I came upon the current state of this wall I wondered if my fully-realized proposal would have been as consecrated by graffiti? During 2020?? Probably.
