I think that these structures along what is formally called the West Toronto RailPath are entirely decorative, as opposed to being (say) carefully protected vents for something underground.
A few weeks ago I decided to take a trip west and take photos that documented how cool and large the Railpath is. :)
Coming up to the end of the line. That's the tower of the old North Toronto CPR Station. When I'm ready to exit the railpath at the end of photo 79, there's a little trail to the right of this photo and some stairs going down to a path that connects to Yonge St. Unfortunately there's a fence and a locked gate meaning I had to lift my bike over the 4-5 foot fence and throw myself over.

This was my first recreational riding of the year; I took some time after work to go the relatively short distance off to the Railpath. It felt good.
