Tapi-class corvettes are a class of two corvettes that were built for the Royal Thai Navy in the early 1970s. Both ships remain in service.
In 1969, Thailand ordered from the United States a single small PF 103-class frigate, of which four examples, the Bayandor class, had been built for Iran in the 1960s, with a second example being ordered in 1971. For procurement purposes, they were allocated the US Navy hull numbers PF 107 and PF 108.
As built, single 3 inch/50 calibre Mk 34 automatic anti-aircraft guns were mounted fore and aft, each capable of firing 6.8 kg (15 lb) shells to a range of 13,400 m (14,600 yd) at a rate of 45 rounds per minute, backed up by a twin Bofors 40mm/L60 mount. Two triple Mark 32 torpedo tubes for anti-submarine torpedoes and a Hedgehog anti-submarine mortar comprised the ships' anti-submarine armament. AN/SPS-6 air-search radar and SQS-17 sonar comprised the ships' sensor suite.
The first ship, Tapi, was commissioned on 19 November 1971, with the second ship, Khirirat, following on 10 August 1974. Both ships were modernised during the 1980s, with the US 3-inch guns being replaced by a rapid fire OTO Melara 76 mm gun forward, and a Bofors 40mm/70 gun aft, with two single 20 mm cannon replaced the existing twin Bofors mount. The obsolete Hedgehog was removed, and the ships were fitted with new radar and sonar systems.

Treasury-type functions before self-government
A history of the Department of Treasury and Finance and its predecessors can be found in Heather Felton’s excellent book, From Commissariat to Treasury – the story of the Tasmanian Department of Treasury and Finance 1804 to 2004. This book was published by Treasury in 2004 to celebrate 200 years of the Treasury functions in Tasmania.
From that book, and other sources, we have compiled a list of Tasmanian Treasurers since self-government and a list of those persons occupying positions which are more broadly equivalent to the role of the current Secretary.
As would be expected, the functions of Treasury today are vastly different from the tasks undertaken when Bowen and Collins landed in Tasmania in 1803 and 1804 respectively. A brief description of the various positions, taken from Felton, is outlined below.
Commissariat
The Commissariat was responsible for procuring and distributing food, equipment and other supplies, such as seeds and farm animals. The Head of the Commissariat was also the settlement’s financial manager and accountant. The occupant also controlled the flow of British money into, and out of, the colony. He also provided the earliest banking services, advised the Lieutenant-Governor on economic policy and, in the early years, allocated building materials and managed government property.
Naval Officer
The main role of the Naval Officer was to collect customs, port fees and other revenue.
Treasurer of the Police Fund
The Police Fund was established by Governor Macquarie in 1810 and its main purpose was to establish a police force. It was also used to pay the salaries and expenses of other locally appointed officials.
Colonial Treasurer
Mr Jocelyn Thomas was appointed the first Colonial Treasurer with effect from 11 October 1824.
One of the recommendations of an inquiry conducted by John Bigge in 1821 was for the colony’s financial functions to be consolidated in a central treasury department. As a consequence, the Collector of Internal Revenue and the Inspector of Distilleries and Breweries became responsible to the Colonial Treasurer.
Following the adoption of the 1828 Constitution, Mr Thomas became an ex-officio member of the Legislative Council (8 August 1829). From that time to the introduction of responsible government in 1856, the Colonial Treasurer and the Colonial Secretary were the two public officials that had both executive and legislative advisory roles. This was in addition to their administrative responsibility of as a head of a department.

Direct Relief procured medicines specifically requested by our partners on the ground in Haiti. Outside of the organization’s standing inventory, this initial procurement includes local anesthetics, analgesics (acetaminophen, ibuprofen), antibiotics (ceftriaxone, amoxicillin, doxycycline), antiparasitic agents, and water purification tablets.
Our partners have reported that primary health concerns were infection-control and prevention for the many wounded and displaced. For patients receiving treatment for their injuries, basic medicines like analgesics and antibiotics play an important role in their recovery.
Direct Relief is in close touch with partners caring for Haitians affected by the earthquake and is committed to responding to needs as they develop. Donations from individuals, foundations, and companies help make this work possible.
This panel explored policy issues around facilitating SMEs participation in public tenders and providing small business with growth opportunities arising from delivering contracts for municipalities and local government.

The Khaki Chums portrayal of the Army Cyclist Corps of the First World War. We procured a batch of identical Indian made 'Hero' roadsters, (Raleighs, c1995) and proceeded to strip them all down then to rebuild them as close as possible to the MkIV Army Cycle. This was quite a task! But between us we managed to sand them down and repaint paint them. Engineers among us made faithful copies of the Number 10 Lucas front carriers, rifle brackets, rear carriers. Brooks supplied the saddles. Apart from the dual rod brakes, (not the single scissor) rear freewheel instead of the coaster brake, and 'HERO' cranks, they were a very good impression, especially en masse. (The problems of finding the original parts in sufficent numbers for all bikes was too great, and rather than having a hotch potch of original parts we made concessions for uniformity.)
