On April 16, 2019, with support from USAID’s SAFEMed project the Ukrainian Ministry of Health (MOH) held a national conference in Kyiv, Ukraine bringing together over 90 clinical experts, economists, and procurement specialists to optimize public procurements of medicinal products. Such a multi-disciplinary group met together for the first time as a result of the new procurement process developed by the MOH. Moving forward clinical experts will work side-by-side with Category Managers of the newly established state enterprise “Medical Procurement of Ukraine” and patient groups. Such an approach will combine evidence-based medicine with the knowledge of the pharmaceutical and medical devices market and Ukrainian patients’ needs to develop transparent and evidence-informed recommendations to the MOH for the procurement of medicinal products using public funds.
The conference was opened by Acting Minister of Health, Dr. Ulana Suprun, who emphasized the “importance of efficacy in public procurement which will have to be ensured and guaranteed by the newly-established groups of national experts, doctors–clinicians. ...In the past the Ukrainian medical procurement process was marked with non-transparency and corruption. From now on the nominated experts will bear responsibility for efficient public procurement. The main task ahead the experts’ group will be professional and unbiased view on patients’ needs in providing the Ukrainian patients more access to effective medicines.”
Conducted by SAFEMed, in close collaboration with the newly-established Health Technology Assessment (HTA) department at the State Expert Center, a practical afternoon session devoted to the integration of HTA into medical procurement process received special attention. HTA is an evidence-based instrument that is used to identify which medicines, medical devices, and treatment regimens are the most optimal for the state to support and provide the best value for the patients.

Bone procurement workshop was organised to train local surgeons especially orthopaedic in performing procurement surgery on deceased donors. This training is intended to increase pool of trained surgeon in hoping that it will improve coordination and prevent delay in handling deceased donors. 3 cadavers were used in an hands on practical session. The workshop is an inter agencies collaboration between the Malaysian Society of Cell and Tissue Banking (MACTB), Department of Orthopaedic University Malaysia, MAHSA University, Transplant Unit Ministry of Health and National Transplant Resource Centre. The Ministry sponsored 39 participants in this workshop. Lectures were mostly delivered by local speakers and we invited Prof Aziz Nether from the National University of Singapore.
