See the forward position with the long bolt removed? The sleeve was sticking out at the top, and you can see the clean area where it has been slid down. That top sleeve and the bottom sleeve combined to effectively capture the PPF so that you can't see why it doesn't come off.
Sometimes the sleeve is difficult to slide down, so you need to get a bolt, preferably with tapered threads (grind a taper), that just goes inside the sleeve from the bottom. Screw it in and use it to pull the sleeve down. Put some grease on it for next time...
