Description: WHO Epidemic Intelligence Service Officer is sitting on the ground in the center of the picture along with the surveillance team, interviewing the mother of a measles-affected child in Dhadhwa Musheri village of West Champaran district of Bihar, India. A total of 258 cases were reported from the block and seven measles deaths occurred among Musahars. The Musahars are a Dalit community, and in India live mainly in the states of Bihar and Uttar Pradesh. They represent the lowest stratum of Bihar’s society, and are landless and poor. Musahars are primarily illiterate, undernourished, and have limited access to health services. Children belonging to this community group had no vaccination history (including for measles) and no vitamin A supplementation, consequently leading to frequent vaccine-preventable disease outbreaks and high morbidity and mortality. Following investigation, the Government set up an Anganwadi Centre to address malnutrition, health, and development needs of children under five.
