The central and state governments, with their higher education policies, are hell bent on increasing privatization, cutting back on services and facilities, shifting the burden for funding onto students in the name of user charges and higher fees, increasing authoritarianism and shrinking democracy, and undermining of social justice. .
In our campus, we have seen many of these higher education policy offensives of the government in action. In our struggles in JNU in the past few years, weve had to take our fight, not only to the JNU Administration, but to the HRD Ministry, UGC, and the Supreme Court. Only those who have a consistent national vision and commitment to resisting this policy offensive, have been able to conduct the struggles on campus too. .
Thats why it is AISA and its JNUSU leadership which has spearheaded the struggles in JNU for a range of progressive POLICY LEVEL interventions : .
Against commercialization and corporatization of campus, .
Against the subversion of OBC quotas through faulty .
cut-off definition, .
For recognition of madarsa certificates in admissions, .
For enhancing MCM, .
Against user charges, For better health services, .
Defending small vendors spaces against big corporate .
outlets like Nestle, For workers rights in the campus, .
Proposing an autonomous body like GSCASH in the campus .
way back in 1996 itself long before the Visakha judgement, .
Against the imposition of Lyngdoh recommendations, .
Against censorship and bans.... .
The new JNUSU must reassert this vision and initiate newer struggles to strengthen students rights, social inclusiveness and the secular, democratic, gender-sensitive character of JNU. .
Issues of Social Justice and Inclusion .
Reduction in weightage of viva marks: In JNUs admission system, the weightage for viva voce is currently 30%, which is not only illegal but also leaves a huge space for discrimination. This issue was also raised in the petition that was filed in the High Court, challenging the JNU administrations cut-off criteria. This has to be reduced to 10-15% as per the Supreme Court judgment of 1980 delivered by a five-member Constitution Bench. Moreover, 5% should be prescribed as minimum marks that can be obtained by a student. .
Reduction in Eligibility Criteria for OBC Students and Ending Gross Discrimination in Hostel Allotment:The eligibility criteria for OBC students have to be reduced at various levels BA/MA, MPhil 1st year to M.Phil 2nd year, and also from M.Phil to Ph.D. The present hostel allotment criteria which is highly discriminatory has to be changed so that students from the general and OBC categories are allotted hostels simultaneously. .
Institutionalised Mechanism for Democratizing Academics: In JNU, we have fought and won several battles for social inclusion for deprivation points, for recognision of madarsa certificates, for proper implementation of OBC reservations, against fee hikes and commercialization. However, it is our collective responsibility to ensure that students from all backgrounds are able to continue with their academics in JNU, despite coming from various linguistic, social and economic backgrounds. Therefore, we need a completely fresh approach in this regard. Along with revitalising the existing mechanism of English training programme (remedial courses), .
basic textsand readings need to be translated into vernacular languages, bodies have to be set up in each centre for the purpose. .
Updating the Quartile list to Ensure More Social Inclusion: Several backward districts are not identified as such by JNU, and students coming from these districts are not able to avail of deprivation points. Many of these are newly formed districts (for instance Siddharth Nagar, Mau and Gautam Buddha Nagar), and JNU will therefore have to undertake an exercise to update the Quartile list. .
Further Expanding the Scope of Recognition of Madarsa Certificates:After 40 long years, JNU finally started recognizing madarsa certificates in 2008. After the first round in 2008, this year 9 more madarsas have been recognized. This process has to be intensified. Also the anomalies requiring additional English certificates from eligible madarsa students have to be corrected. .
Rights and facilities for PH/VH students:Mandatory 3% reservation in Teaching and Non-teaching posts must be strictly implemented. Proper texts and readings (without markings) should be made available to PH students, and the Helen Keller Unit should be greatly improved with better infrastructure as well as manpower to make the process of scanning easier and more efficient. There should be transparency in the functioning of Helen Keller unit. JNU must recognise and implement the new rule of hiring scribes for VH students, which allows even senior students to be scribes. The readers allowance for BA/ MA (Rs.1000) and M.Phil./Ph.D.(Rs 1500) be increased to Rs. 3000 and Rs. 5000 respectively. .
Financial assistance to PH/VH students also has to be improved. In particular, a fellowship on the lines of the RGNF for the PH students has been a long-standing demand of the student community. Moreover, ramps and all required infrastructure should be constructed in all buildings for greater mobility and convenience of PH/VH students; PH friendly toilets should be constructed in all school buildings and hostels. A holistic solution to the problem of dogs has to be evolved. The already clinched issue of the representation of PH student in the CDC has to be mandatorily implemented. The JNU Railway Reservation Counter should process railway concessions entitled to the PH students. .
Increased Financial Assistance and Better Disbursal Mechanism for Scholarships and Fellowships: .
According to the present norms, the Rs 3000/5000 UGC scholarship for M.Phil/Ph.D students is valid for a total of five years. As a result, research students, for whom this basic sustenance scholarship starts at the beginning of M.Phil., are left without even this minimum financial assistance at the last 2 years of their Ph.D. Therefore, the duration of this scholarship must be increased, or some suitable scholarship system should be devised to cover the total research duration, so that students (especially from deprived backgrounds) can sustain themselves during the crucial last stages of their research. .
Moreover, the long-standing demand of enhancing the amount of both MCM and the Rs 3000/5000 UGC scholarship be immediately implemented. In the face of run-away inflation, the enhancement of these basic scholarships has become an urgent necessity. .
