Era anche chiamato Palazzo del Mare perché, posto davanti alle banchine portuali, il mare lambiva le sue fondamenta.
Si compone di due parti : una più antica, tipico esempio di architettura medievale con il prospetto rivolto verso i Portici di Sottoripa, e una rinascimentale, con la facciata principale rivolta verso il mare.
Fu costruito su disegno di frate Oliveiro, architetto e monaco cirtencense, a metà del XIII secolo.
Ampliato nel '500, è stato completamente ristrutturato nella seconda metà dell' 800.
Dal 1903 ospita gli uffici dell' Autorità portuale.

La basilica Santa Sabina all'Aventino è un luogo di culto cattolico del centro storico di Roma, situato sul colle Aventino, nel territorio del Rione XII Ripa.
Costruita nel V secolo sulla tomba di Santa Sabina, oltre che una delle chiese paleocristiane meglio conservate in assoluto, sebbene pesantemente restaurata, è sede della curia generalizia dell'Ordine dei Frati Predicatori. È una delle basiliche minori di Roma e su di essa insiste l'omonimo titolo cardinalizio.
