Sometimes called, "The Horseshoe", the 4th Congressional District of Illinois is considered one of the worst examples of gerrymandering in current US political geography. The district includes two separate East-West sub-districts, one largely Puerto Rican the other Mexican in population. In order for it to be considered a single district, all areas must be connected. For District 4, this is done via a thin strip of land along Highway 294. There is no population contained in this strip so it serves solely as a connector.

 

Gerrymandering is widespread across the United States and other countries. It was named after, Massachusetts Governor Elbridge Gerry who's party drew up a serpentine-shaped district to favor his upcoming election. Gerrymander is a combination of Gerry and Salamander. Today Gerrymandering is carried out by both Democrats and Republicans to preserve the status of their party in certain districts. Gerrymandering has numerous negative impacts on the voting population including,

-- less competitive elections

-- increased security for the incumbant

-- more loyalty to the party and less to the district's population

 

This lack of focus on the population being represented means that voters are disenfranchised which can reduce voter turnout. Numerous attempts have been made to reverse gerrymandering but the problem persists. Because gerrymandering often favors both parties (albeit in separate districts) there is little chance of re-districting bills getting the necessary support to pass. California finally passed a state-wide proposition to (attempt to) fix the problem in 2008. The new maps were approved by citizens in a separate proposition in the November 2012 election.

 

Note: the above map was made in May 2011 but is generally consistent with how the district looked for the November 2012 elections.

Just 5 minutes bike ride away from Nguyen Hue, the centre of Ho Chi Minh City, which is (arguably) the richest, busiest and most bustling part of Vietnam, you can find District 4, 7 and 8 where people live in this sort of environment.

 

I hired a motor bike with a driver for 2 days and explored this area of HCMC a bit. It was fun, but I discovered that I get motion sickness on motor bike :p

Last week, students from Bayside 6th Grade Campus and Bayside Middle School finished and installed their artwork at Williams Farm Park, marking the culmination of the “Lift Up Your Voice” VBSchools artist residency. The program is the result of a partnership between the Virginia Beach Cultural Affairs Department and Virginia Beach City Public Schools pairing artist Kevin Orlosky with students to create public art reflective of the school and community. To create the project, students finished one of the following phrases: “I speak for….,” “I project…” or “my voice is….” and illustrated their words on artwork shaped like megaphones.

On Friday, October 15, 2021, City of Laredo Council Member for District 4, Alberto Torres, Jr., lead a special ribbon cutting and dedication ceremony in honor of Estela Quintanilla, whose name is now displayed on the Crime Prevention Center, located at 320 E. Ryan St. Before a large audience comprised of Mrs. Quintanilla’s family, friends, co-workers, and many Laredoans whom were close to her throughout her life, Council Member Torres described how special her friend and mentor was for the community, for the youth of Laredo, and for himself. Representatives from law enforcement agencies, members of the Laredo Independent School District, Zapata County, Webb County, and City of Laredo leaders gathered to witness and honor Estela Quintanilla during this heartwarming occasion.

On December 29, 2020, the City of Laredo proudly hosted a swearing-in ceremony for District 4 Council Member & Mayor Pro-Tempore, Alberto Torres, Jr., as he was re-elected to the Laredo City Council. The ceremony took place at City Hall Council Chambers and was led by the Honorable Webb County Judge, Tano E. Tijerina. Other guests that attended the event and gave their remarks included the Honorable Commissioner of Texas Parks & Wildlife Commission, Anna B. Galo, and Father Tom Juarez.

I had the pleasure to return to my hometown, South Williamsport, Pennsylvania and see my high school football team in action. Dominic Bragalone set his own school record by rushing for 318 yards and 6 touchdowns.

Promised Land / Leander Perez House

Promised Land is a two-and-a-half story wood frame residence located on the Mississippi River in rural Plaquemines Parish. The architectural evidence strongly indicates that it is a c.1900 late Italianate house which was remodeled in the Craftsman/Bungalow style in the 1920s. Since that time the house has been largely unaltered, with the principal exception being the enclosure of a portion of the basement story. The house features a squarish main block and rear ell kitchen wing. The principal floor is raised a full story above grade on a high basement. The house is almost completely surrounded by a generous gallery which is accessible from the interior by numerous sets of French doors. The main block's floor plan consists of two rooms across the front, one of which is much larger than the other, and a rear range containing two rooms with a hallway between.

 

Leander Perez (the source of the property's significance) acquired the portion of Promised Land Plantation where the house is located in January 1925.

 

Promised Land is locally significant in the area of politics/government as the home of the legendary political boss of Plaquemines Parish, Leander Perez. In addition to being in complete control of his home parish, Perez exercised considerable influence in neighboring St. Bernard. Promised Land was Perez's principal residence from his purchase of the property in January 1925 until the early 1960s. Perez is typical of American political bosses in that the position he held belied his influence.

He was in fact the district attorney for the judicial district comprised of Plaquemines and St. Bernard. He held this position from 1924 to 1960.

 

Salvador Chiappetta, a highway maintenance foreman from the lower part of the parish, once complained to co-workers and friends that Perez had used state highway commission labor to build a private road and a pond at Promised Land. It obviously didn't pay to complain about the Judge; Chiappetta was fired.

 

The current owners of Promised Land purchased it from Chalin Perez.
