In the end, I converted the bike to work with the bags more than I converted the bags to fit on the bike. I zip tied some caribiner clips I plasticoated onto the bike to hold the bags, and shortened the straps on the bags so they wouldn't catch.
The advantage is I can use whatever bags I can find that have something to clip onto, which many of them do- usually the metal part where the straps attach. Disadvantage is that there will be clips there when I don't need them sometimes.
