A Connecticut bill banning AI chatbots from engaging in sexually explicit conversations with minors has officially passed, but not without opposition.
The legislation, part of a broader artificial intelligence regulation package, prohibits AI “companion” bots from having sexual conversations with children, encouraging self-harm, or creating manipulative emotional relationships with minors.
The bill passed despite 21 Republican lawmakers voting against it across the Connecticut House and Senate.
Supporters of the legislation argued the safeguards are necessary as AI chatbots become increasingly popular among teenagers and children. Concerns have grown nationwide over reports of AI bots engaging users in graphic sexual roleplay, emotionally manipulative conversations, and dangerous mental health discussions.
Republicans who opposed the bill did not publicly argue in favor of sexual conversations between AI and minors. Instead, many of the objections centered around concerns the legislation was too broad, could overregulate artificial intelligence, and might hurt innovation or businesses operating in the AI space.
Still, critics of those votes argue the issue should have been straightforward.
“We are now living in a time where lawmakers had to specifically vote on whether AI should be allowed to have sexual conversations with children,” one reaction online stated after the vote gained national attention.
The bill now heads to Democratic Governor Ned Lamont, who is expected to sign it into law.
