A return by the Bishop of Chester to an inquiry by Archbishop of Canterbury Gilbert Sheldon in 1669, preserved as Lambeth Palace MSS 639, acknowledged that Winwick Parish was the setting for “very many and numerous conventicles”. Charles II's minister, Lord Arlington, wrote to the Earl of Derby on 27 May that “his Majesty hath received severall complaints that in the County of Lancaster, whereof you are Lord Leiutenant, there are held frequent & scandalous meetings upon pretence of Religious worshipp conterary to the Law and publique peace”. Lord Derby was therefore to “make strickt enquiry of the truth of such Complaints”, and if he found that the numbers attending such meetings or the behaviour of the attendees might “endanger the Publique peace, give scandell, or affront the Publique established government of the Church” he was to “give Orders to put the Lawes in Execution for the suppressing of such meetings and to proceed according to Law against the preacher and such others as shall appeare to be the principall offenders herein” (Letter-Book of Sir Roger Bradshaigh, Manchester Central Library ref. L1/48/6/1).

 

Shown here is a transcript of an indictment of 1670 “for Conventiclers and disaffected to the Church of England” from Rev B Nightingale's “Early Stages of the Quaker Movement in Lancashire” (Congregational Union of England and Wales, 1922). Rev Nightingale says the document was among “church papers” - in this instance those of Winwick Parish, which at the time included Newton, Ashton, Haydock etc - loaned to him by the Registry Office at Chester, but I have so far been unable to locate the original or any record of the outcome. Neither is there any mention of the indictment in the diary of Roger Lowe of Ashton in Makerfield, its date coinciding with a long period when the only events recorded by the diarist were the deaths and funerals of his acquaintances. However, I think it must be more than coincidence that 6 of the names in the indictment - Henry Kenion, James Lowe, Edmund Winstanley, Robert Rosbothom, Ellen Lowe and John Robinson - also occur at various points in the diary, the context suggesting very strongly that the individuals known to Roger Lowe were in fact the indictees of 1670:-

 

During the 1660s Henry Kenion (or Kenyon) had been Roger Lowe's rival for the affections of the diarist's future wife, Emma Porter. This rivalry occasioned “a fallinge out” between them in 1667, although they were later reconciled. A Henry Kenion also occurs in a document of 1669 transcribed by Rev Nightingale, where he and others are cited “for entertaining dangerous and [?] numerous unlawfull Assemblies and Conventicles in their houses”. Lowe noted the death of “Henry Kenion of ye hole” on 19 October 1675, adding that “he hath an estate in Lower Lane” (i.e. Liverpool Rd, south of Ashton Cross). “Ye hole” may have been Hole House - now Hall House - Farm near Newton Common, occupied in 1743 by James Kenyon. In the Hearth Tax Assessments for 1673 (National Archives ref. E179/132/355) “Hen. Kenyon” occurs in the lists for both Ashton and Haydock, being held liable, in relation to each property, to pay tax on three hearths.

 

James Lowe of Newton Common hosted at least two nonconformist gatherings at which Roger Lowe was present, the first in 1663 and the second in 1667. He is distinguished in the Diary from James Lowe of Lower Lane, Ashton, and - possibly a third individual - James Lowe “de Town”. In 1673 “Ja. Lowe” of Haydock was liable for tax on three hearths; another of that name at Ashton was liable for tax on one hearth.

 

Edmund Winstanley was present with Roger Lowe on several occasions when he was reunited with James Wood after the latter's ejection from Ashton Chapel. The diarist does not give any further details about him, but he seems likely to have been the “Edmund Winstanley of Ashton in makerfield yeoman” who was appointed to but subsequently renounced the executorship of the estate of Elizabeth Barton of Billinge in 1659/60 (Lancashire Archives ref. WCW/Supra/C150A/7) and/or the “Edm Winstandley” of Ashton-in-Makerfield deemed liable for tax on three hearths in 1673.

 

References to Robert Rosbotham open and conclude the Diary. He was Roger Lowe's cousin, and is described in 1664 as living on “Parke lane”. Possibly he is the “Robt Robotham” assessed in 1673 as liable to pay tax on 3 hearths. He died on 18 April 1676, and is the subject of a lengthy and heartfelt obituary in Lowe's “account of the seaveral names and persons that are dead in Ashton and buryed att Winwicke”. The name of his former habitation, Park Lane, is preserved by

Park Lane Chapel on Wigan Rd, Ashton, which was built in 1697. In 1704 the Chapel's first minister, Thomas Blinston, married “Rosbottom one of his Hearers' daughters” (“The Nonconformist Register [etc]”, J. Horsfall Turner, ed., 1881). Several Rosbothams feature in the later history of the Chapel.

 

Of Ellen Lowe, the only information supplied by the diarist concerns her death on 5 March 1677: “this morneinge was found dead Ellin Lowe of the Towne green a harmless quiet neighbour”. This, of course, makes her identification as the “Ellen Lowe, wid.” of the 1670 indictment rather more speculative. Her husband may have been Henry Lowe. An “Ellin Lowe” of Ashton-in-Makerfield was liable for tax on two hearths in 1673.

 

Roger Lowe was a frequent visitor to John Robinson’s house at Rainford, where regular meetings of local nonconformists were held. After one such gathering, on 4 September 1666, he exclaims “O how comfortable is the communion of saints”. John Robinson's burial “at [Ashton?] Chapell” on 18 October 1673 is separately noted in Lowe's “account of the seaveral names and persons that are dead in Ashton...”. “Johni Robinson de Asheton, gen” - possibly the same individual - had been a member of the commission that met at Wigan in 1650 to report on the local church estate.

 

“James Norman” was possibly the minister of that name who had been ejected from the parish church at Bridgewater in 1662. In 1669 the same individual had been indicted for declaring “that the Church of England is not a true Church and that the worship therein is odious to God and hatefull to man”. He is not mentioned in Lowe's Diary and does not feature in the local Hearth Tax assessments.
