My Thoughts on who judges the FH2 Photomode Contests:
In my view I reckon the judges who judge the FH2 PMC's are different to who judged or who judges the FM5 Photomode Contests. Because in FM5, I have more luck entering the photomode contests either in the past or to this day.
But with that said one thing the judges should do is only select the best of the best or the most unqine shots week in and week out. And here is why.
During some weeks there is a mixed bag of shots. While other weeks you see only good shots being selected. But with that said if the same people who judged past FM5 PMC's are judging the FM6's Photomode contests. Then I should have a good chance compared to FH2.
However if the judges of FH2 are selected to judge the FM6 PMC's. Then there is a chance I won't do well at all.

Other reasons why I might not do well in FH2 compared to FM5 or FM6:
First up the people who only play the Forza Horizon may skip any Forza Motorsport games As well as that, I reckon FM5 and FM6 handles contest, exposure and brightness differently in-game and in the photomode.
Since using my FM5 settings on a similar shot in FH2 looks very differently. Along with contrast sepia and colour must also be handled in a different way.
