AIR TRAVEL AND COMMUNICABLE DISEASES: Comprehensive Federal Plan Needed for U.S. Aviation System's Preparedness

a) Central and South America region includes the Caribbean.

The World Health Organization (WHO) wants to make amendments to the International Health Regulations (IHR) and launch the first global Pandemic Treaty. These amendments will be put forth at the World Health Assembly from May 27–June 1, 2024. If these amendments are adopted they would become legally binding under international law. “International law is a primary concern of the United Nations.” In other words, an international body would dictate pandemic responses to sovereign countries. Therefore the United Nations would usurp more authority from sovereign nations, thus centralizing more power. Governments would then adjust their domestic legislation to comply with these health agreements. Dr Abdullah Assiri (WGIHR Co-Chair): “Amending the International Health Regulations reflects the critical need to bolster our collective defences against current and future public health risks, all whilst firmly adhering to the principle of national sovereignty and respecting equity.” He first uses the word collective (collectivism), and then he cancels out the word sovereign by using the word equity (AKA communism).

The Nazi’s took Nietzsche’s concept of the Letzter Mensch (Last Man) and the Übermensch (Superman) and ran with it. They latched onto the Arian race. They considered the German race as superior, and the Jewish race as inferior. Nietzsche’s idea of the Superman also inspired the New Soviet Man of the Soviet Union: “Within both models presented, that from The Communist Manifesto and also Nietzsche’s idea of the Übermensch (Superman), there is convincing evidence that each had a compelling influence on the Bolshevik’s vision for their New Soviet Man and the society built around him.”

The Age of Enlightenment revolved around reason. Some equate the end of the Age of Enlightenment with the death of Kant.

Nietzsche: “As soon as Kant would begin to exert a popular influence, we should find it reflected in the form of a gnawing and crumbling skepticism and relativism.”

After Kant came Philosophers like Hegel (Hegelian dialectic), Marx (Communism), and Nietzsche (Nazism). Later came neo-Marxist and postmodernist philosophers like Marcuse, Foucault, and Judith Butler.

Marcuse’s One-Dimensional Man is kind of like Nietzsche’s Last Man. Don’t be like the commie pinko hippies who dropped the ball on the communist revolution because they were absorbed into the consumerist capitalist society! It’s destroying religious faith, society, and the family, and it will ultimately destroy democracy, free market capitalism, and freedom.

Helena Blavatsky, an occult philosopher, in her brutally long book The Secret Doctrine Vol. 2, used the word Aryan 117 times and the word Aryans 56 times. The Aryan: the Nazi Superman. Shocker: some say that Hitler was influenced by Blavatsky’s ideas.

Bailey founded the Lucifer Publishing Company, now known as the Lucis Trust. The Lucis Trust is located beside the headquarters of the United Nations in New York City. Bailey also founded World Goodwill. World Goodwill is part of the Lucis Trust.

“Alongside countless other groups, World Goodwill is an accredited Nongovernmental Organization with the Department of Public Information at the United Nations. It maintains informal relations with a wide range of national and international nongovernmental organizations. The Lucis Trust is on the Roster of the United Nations Economic and Social Council. This is one of the objectives of World Goodwill: “To foster a universal spiritual perspective on the future, centered on the idea that all faiths throughout history have anticipated an age of peace and justice, ushered in by a World Teacher Who embodies divine principles. The rising tide of goodwill in the world today is a sign that the appearance of such a teacher, expected by different traditions under such names as the Christ, the Kalki Avatar, the Bodhisattva, Lord Maitreya, the Imam Mahdi, and the Messiah, is now imminent.”

One of Goodwill’s objective is to foster a universal spiritual perspective of the future, a future in which an age of peace and justice will be ushered in by a World Teacher—a Superman. The Bible calls this World Teacher the Antichrist. The Antichrist will come onto the scene masquerading as a peacemaker, signing a seven year peace treaty in the Middle East. Alice Bailey said this: “Later in the great race which preceded ours, the Atlantean, and which perished in the flood, the emotional nature of man was developed.” According to the Bible, fallen angels mated with humans. Their offspring were human hybrids. So God sent a flood to destroy those wicked rebels, those hybrids, those Atlanteans, those Supermen. God also imprisoned the fallen angels who mated with mankind. Furthermore, we are headed toward the future of Transhumanism (666). Transhumanism will be introduced worldwide in the reign of the Antichrist. Yet in the end God will destroy those wicked rebels, those hybrids, those Transhumans, those Supermen, when He returns to overthrown the Antichrist and his kingdom. After that Christ will rule and reign on earth.

Side note: Robert Muller, who was Assistant-Secretary-General of the United Nations, also known as the philosopher of the UN, created a “World Core Curriculum” that earned him the UNESCO Peace Education Prize. Common Core Curriculum evolved from World Core Curriculum. In the preface of the World Core Curriculum manual it says, “The underlying philosophy upon which The Robert Muller School is based will be found in the teachings set forth in the books of Alice A. Bailey by the Tibetan teacher, Djwhal Khul and the teachings of M. Morya as given in the Agni Yoga Series Books.” Wikipedia says this concerning Muller: “His ideas about world government, world peace and spirituality led to the increased representation of religions in the UN, especially of the New Age movement.” (Wikipedia: “A further major influence on the New Age was the Theosophical Society, an occult group co-founded by the Russian Helena Blavatsky in the late 19th century.”)

Nihilism will continue until it ends in genocide. “Nihilism, a philosophical movement that rejects all objective meaning, morality, and values, has been linked to Adolf Hitler’s rise to power in Germany. Friedrich Nietzsche, a German philosopher, is often associated with nihilism, and his ideas had a significant impact on Hitler’s ideology.” Yet again, in the future, history will repeat itself and Nietzsche’s Last Man (Last Men) will be killed in genocide (Revelation 20:4). This was tough. It was difficult to find non-cliche imagery. I remembered a WHO press conference in August where these 2 doctors, seriously...but with knowlegde, smarts, pragmatism, calm and thoughtfulness tackled the topic of the deadly virus head on. I was so impressed that transcribed their talking points. I was going to make it an angry comparison to the feckless, delusional, self-serving, and ultimately useless "response" by our preseident, his sychophantic entourage...including the biggest ass-sucker, Bitch McConnell. But people like these doctors should stand alone for their leadershipin the face of danger. And besides, I want smarts and thoughtfulness to rule the day and win the long game, so my hats off to the bit of hope given by Dr.s Ryan and Van Kerkhove.

Science & Tech Spotlight: Digital Vaccine Credentials

Public health officials from almost 200 nations are meeting in Geneva May 16-24, trying to devise strategies to address the many health problems that shorten life and diminish its quality for millions of people.

U.S. Secretary of Health and Human Services Kathleen Sebelius is leading the U.S. delegation of about 25 to the World Health Assembly, which is the annual gathering for member states of the World Health Organization (WHO).

A major focus of the meeting will be WHO's first Global Status Report on Noncommunicable Diseases which found that diseases such as cancer, cardiovascular disease, respiratory disease and diabetes cause the greatest number of deaths each year – 63 percent of all deaths worldwide in 2008.

2.8 Million People on AIDS treatment Through Global Fund Investments

Geneva – The Global Fund to Fight AIDS, Tuberculosis and Malaria today announced its mid-year results which show that 2.8 million people with HIV have received life-saving antiretroviral (ARV) treatment, a 22 percent increase on results reported in June 2009.

Global Fund-supported tuberculosis programs have so far provided 7 million people with effective TB drugs treatment. This is a 30 percent increase from mid-2009. Tuberculosis remains the leading cause of death among people infected with HIV; the World Health Organization estimating that one in four TB deaths worldwide is HIV-related.

The Global Fund also reported progress in the fight against malaria, with a cumulative total of 122 million insecticide-treated bed nets delivered through its funded programs to families at risk of contracting the disease. This is a rise of 39 percent from 88 million nets distributed one year ago.

As a result, 5.7 million lives have been saved. These are people who would have been dead, had it not been for interventions supported by the Global Fund. According to this calculation, every day, another 4,000 deaths are averted. With more than US$ 10 billion disbursed to more than 500 grants so far, the Global Fund currently provides around one-fifth of international resources to fight AIDS, as well as 63 percent of international funding to fight tuberculosis and 60 percent of international funding to fight malaria.

“In less than a decade, the Global Fund has gone from an idea to a highly efficient tool to turn donor resources into lives saved,” said Prof. Michel Kazatchkine, Executive Director of the Global Fund. “We have made dramatic progress. No other area of development has seen such a rapid correlation between investment and desired results and impact as has been produced by the efforts of recent years to fight AIDS, TB and malaria. Every dollar contributed to the Global Fund goes to fund programs in countries. If donors provide sufficient resources, by 2015 we could virtually eliminate transmission of HIV from mother to child, dramatically reduce deaths from AIDS and prevent missions of new HIV infections, and achieve significant declines in TB prevalence and mortality.”

Additional results showed that a total of 2.3 billion condoms have been distributed; 930,000 HIV-positive pregnant women have received a complete course of ARV prophylaxis to reduce mother-to-child transmission; 120 million HIV counseling and testing sessions have been conducted and 4.9 million basic care and support services have been provided to AIDS orphans and vulnerable children since the Global Fund started financing grants in 2003.

The results reported today combine data from individual programs supported by the Global Fund in 144 countries. Measuring performance is at the core of the Global Fund’s financing system which only disburses money based on progress in reaching agreed targets. The quality of the data is assured through the work of the Global Fund’s verifying agency in each country and independent data and systems reviews.

In October 2010, UN Secretary-General Ban Ki-moon will chair a meeting of the Global Fund’s donors where they will pledge resources for the period 2011 to 2013. The Global Fund assesses that it will need between US$17 billion and US$20 billion to respond to demand from developing countries for resources to fight the three diseases during the coming three years.

In May 2010 the Global Fund launched its tenth call for proposals from countries. Applicants may submit proposals until 20 August 2010. The Global Fund Board is expected to approve successful applications for this round in December 2010 at its 22nd Meeting -- initially for a two-year period, with an option to renew funding for a second three-year phase if the programs achieve targets.

The day that many lives will change is in the future, but on this day villagers in the small rural town in Laos wake up to the sun and sound of birds as they always do.

They go to work. Some worry about the normal concerns of living, some don’t – but today is different, many lives will change.

In Tanzania, citizens wake up to the sun and sound of birds as they always do. They also go to work and worry about the normal concerns of living. Today will be the same for them – but very soon it will be different, many lives will change.

On this day, Laotian health authorities reported an outbreak of an influenza-like illness in a rural village north of the provincial capital of Muang Pakxan. Very soon Tanzania will report a similar outbreak of the influenza-like illness, only by then it will have a name — H5-N1 — In a country that has experienced drought, floods, outbreaks of pests and disease, technological hazards and earthquakes. This will create another disaster for Tanzania.

In a short while, every sector of government and society will be affected and will descend into chaos. How will Tanzania respond?

This is the scenario that participants of the Tanzania Pandemic Disaster Response Exercise been presented with. After two days of plenary talks, facilitated lectures and lessons-learned discussions, they are now applying what they have learned.

“Theory without practice is futile, and practice based on proven theory is rewarding,” said Gen. Davis A. Mwamunyange, Chief of Defense Forces, Tanzanian People’s Defense Force. “We look forward to participating in this hands-on, table-top exercise,” he said.

“Training and exercise programs are essential to pandemic preparedness and greatly enhance response capabilities,” said exercise facilitator Joseph Inge, Center for Disaster and Humanitarian Assistance Medicine, in the morning introduction of the scenario.

The events in the scenario are not real. It is simulated to provide participants with a realistic sequence of events and show how quickly a pandemic situation can descend into chaos and, ultimately, disaster. The exercise will take place over three days and each decision the groups — representing sectors of government — make determines the next set of problems they will face. Sectors of government that will be tested include logistics, operations, security, health and communications. All sectors must work together.

“Collaboration is the path to success,” said Nyancheghe Nanai, the Assistant Director of Operations in the Tanzanian Prime Minister’s Office and a member of the operations group for the exercise.

“This [exercise] will assist the government of Tanzania in identifying gaps in existing pandemic plans. It will help develop a comprehensive national pandemic preparedness and response plan, and lay the groundwork for building the national response capacity,” Inge said.

The scenarios and events conclude on Friday with a review to identify gaps and shortfalls in current Tanzanian policies and plans.

The Tanzanian national government Pandemic Disaster Response tabletop exercise is led by U.S. Africa Command (AFRICOM) through its Pandemic Response Program (PRP). The intent is to strengthen Tanzania’s capacities to plan for and respond to a national and regional pandemic disaster.

PRP is funded by U.S. Agency for International Development and is implemented in Tanzania by AFRICOM.

Hands up if you remember SARS-CoV-2, COVID-19, a nasty zoonotic disease which jumped species and infected humans. OK, quite a few of you then. Not everyone has put their hands up. Right, that's because they're dead; killed by this coronavirus.

This is a sparrow. Here on Lindisfarne they have become outrageously bold, launching out of hedges to accost visitors. Quite a lot of those visitors think this is amusing and let the dirty little pestilence not just share their café tables but their plates with scones or the truly excellent St Cuthbert's cake. Then after a good mindless chuckle, picking it up and putting what's left in their own mouths! I'm having nothing of it. That way lies madness; zoonosis, microbiological Armageddon.

Have you read the news this week? Lying just off Lindisfarne are the Farne Islands. You could visit them to see the breeding birds; except now you can't. The poor birds are infested with a virulent strain of bird flu, influenza H5N1, the type that not only kills birds, it kills humans too. Also this week, the World Health Organization has reported a human death in China from avian influenza A(H3N8). Notice any patterns here?

Still want to share your snacks with these disease vectors? Please don't. It isn't cute. You mightn't die. But someone else will and all it takes to prevent the preventable is a little common sense hygiene and a little less selfish disregard of where your silly behaviour might lead. Can't happen? Tell that to the victims of COVID-19.

The Tanzania National Government Pandemic Response Tabletop Exercise opened March 7, 2011, in Arusha, Tanzania.

The event convened with remarks from several guest speakers, who spoke on how imperative disaster preparedness and response is to the security of Tanzania.

During his welcoming remarks, Chief of Security Cooperation for the U.S. Embassy to Tanzania, U.S. Army Lt. Col. Kevin Balisky, discussed the critical importance of cooperation among national militaries and civil authority leaders, as well as international organizations, nongovernmental organizations and other civil society groups, all of whom must work together to mitigate and recover from pandemic disaster.

The exercise itself is an example of the power of collaboration. It is hosted by the government of Tanzania; organized by the U.S. Africa Command (AFRICOM), which is headquartered in Stuttgart, Germany; supported by the Center for Disaster and Humanitarian Assistance Medicine; and funded by the U.S. Agency for International Development (USAID).

In addition to representatives from all levels of the Tanzanian government, the five-day event brings together over 100 professionals from many diverse organizations such as the World Food Program, the National Disaster Operations Center in Kenya, the National Emergency Management Agency of Nigeria, the UN World Health and Food and Agriculture Organizations, the Ghana Ministry of Defense, and UNICEF. All will take part and contribute to the exercise.

“This exercise is designed to strengthen the government of Tanzania’s national preparedness and response plan, which will be the guiding document during a severe pandemic complex emergency,” Balisky said.

Among the first morning’s speakers, John Power, East Africa Regional Deputy Director for USAID, spoke of a “whole of government” approach to pandemic response.

At the end of 2008, using funds provided by the U.S. Congress, USAID signed an agreement with the U.S. Department of Defense to fund the Pandemic Response Program. The program established a close working relationship among USAID, AFRICOM and U.S. Pacific Command to enhance their foreign partner military capacity to respond to pandemics in these two geographic regions.

“What is different about this program is that the Pandemic Response Program, although implemented by the U.S. military, is structured more like a traditional USAID project with a focus on long-term sustainable results. It provides an excellent example of a new whole of government approach where you will begin to see much closer linkages between the efforts of American diplomats, military staff, and development professionals in selected countries, including Tanzania,” Power said.

“Our Pandemic Response Program will continue to have a regional focus to help improve the capacity for regional collaboration in the event of a complex humanitarian emergency,” said Brig. Gen. William Glasgow, Deputy Commander, Combined Joint Task Force – Horn of Africa.

“Let us not forget that the 2009 H1-N1 outbreak highlighted the critical importance of a holistic approach required of government, civil society and the military to mitigate the effects of a complex humanitarian emergency like a severe pandemic outbreak; hence, the purpose of this exercise this week,” Glasgow said.

The role of AFRICOM’s Pandemic Response Program is to assist in strengthening African partner military nations capacity to respond to a pandemic in support of the national pandemic preparedness and response plan. To this end, AFRICOM’s overall objectives for the Pandemic Response Program are that senior- and mid-level military leaders are prepared to support their nation’s plan in disaster management and humanitarian assistance, with a particular focus on severe pandemics.

It is also AFRICOM’s goal that each military in USAID’s targeted pandemic preparedness countries have a developed, detailed contingency plan that directly supports the national preparedness response plans to an influenza pandemic disaster.

The conference’s first day ended with a visit to the Tanzanian National Food Reserve Agency in Arusha. The Pandemic Disaster Response conference will continue tomorrow with plenary talks, facilitated lectures and lessons-learned discussions. The tabletop exercise portion of the event will begin Wednesday and continue through Friday.

“Every time we have a disaster, our mechanisms for preparedness are tested. We have found out that we still lack the necessary and sufficient mechanisms for effective response,” said the Hon. William V. Lukuvi, Tanzania’s Minister of State.

“It is in this context that I find the organization of this exercise very timely,” Lukuvi said.

To this end, the remarks and briefings on day two of the Tanzania Pandemic Disaster Response conference and exercise focused on helping participants understand the interdependencies between critical sectors and the need for each sector to prepare for a severe pandemic.

Speakers from the Tanzania Ministry of Health, Ministry of Livestock, the Tanzanian Peoples DefenSe Forces, the Superintendent of Police – Ministry of Home Affairs, Social Services, and the World Food Program addressed an audience mixed with Tanzania and U.S. government officials, and nongovernmental organization representatives. The various speakers reminded the audience of the importance of technical training as it relates to international health regulations, population movement, vulnerable pandemics and strategic communications.

“Tanzania has experienced disasters ranging from drought, floods, strong winds, technological hazards, accidents, and epidemics which of recent the incidents of this kind are increasing,” said Nyancheghe Nanai, Assistant Director of Operations in the Prime Minister’s Office.

“Our capacity to respond to such incidents has obviously shown weaknesses in responding timely and in a coordinated manner. This has prompted us to seek and find appropriate ways of handling disasters in Tanzania,” he said.

Throughout the day, the remarks of the invited speakers addressed the concern voiced by Nanai. Use of Tanzania’s military and civil defense, a review of the country’s critical infrastructure and available resources in a pandemic emergency were reviewed and discussed while also assessing the challenges of logistics and the need to protect first responders.

"The most important thing to remember in a pandemic disaster is the response must be a multi-sector effort. This is a situation where civil authorities, the military, NGOs (nongovernmental organizations), international organizations, as well as other stakeholders, all work toward a common goal . . . stabilization," said Lt. Col. Eric Lanham, Program Officer, Humanitarian and Health Assistance Branch, U.S. Africa Command (AFRICOM).

“It’s all about proper, timely, communication and cooperation,” he said.

The tabletop exercise, which begins tomorrow, will challenge participants. They will take what they have learned in the two-days of briefings and discussions and apply it to the scenario with which they will be presented.

“Ultimately this exercise will assist each participant in putting together a solid preparedness and response plan that applies to their portion of the whole of government response,” Lanham said.

This exercise is led by AFRICOM through its Pandemic Response Program (PRP). The intent is to strengthen Tanzania’s capacities to plan for and respond to a national and regional pandemic disaster.

PRP is funded by U.S. Agency for International Development and is implemented in Tanzania by AFRICOM.

U.S. Health and Human Services Secretary Kathleen Sebelius led a panel discussion at the 65th World Health Assembly “Breaking Down Barriers: Addressing Stigma and Discrimination in Health Care for LGBT Persons Background.” The discussion focused on how States can promote the health and well-being of their lesbian, gay, bisexual and transgender (LGBT) populations through promoting access to health care services and by breaking down stigma and discrimination that create barriers to diagnosis, treatment and care. The Secretary was joined on the panel by Reverend Christo Greyling, World Vision and a member of the International Network of Religious Leaders Living with, or Personally Affected by, HIV (INERELA+), Pamela Hyde, Administrator, U.S. Substance Abuse and Mental Health Services, Dr. Churnrurtai Kanchanachitra, Mahidol University, Thailand, Toni Reis, President of the Brazilian Lesbian, Gay, Bisexual and Trans Association, and moderator Dr. Flavia Bustreo, WHO Assistant Director General of Family, Women’s and Children’s Health.
