There are two envelope deficiencies in this picture besides the lack of needed top flashing: Voids in the caulk, and voids in the siding/trim above the window. If this goes without remedy for long, structural rot will likely do its thing quickly.
The original builders only put one nail in each corner. I cut the bottom connection (left) and then pryed the lower sash up easily.

Hmm...
I don't like what I see, but hopefully there is a blind seal at the bottom, back underneath. If that's the case, it might be ok. I would rather see a flat piece of flashing tucked and sealed from back under the window, protruding outward past the window, and down the roof a couple-few inches. I would trust a blind seal (bed of caulk) between the window and flashing more than to the uneven, textured roofing.

Top flashing is needed here, but there is none. As you look at all that sloppy caulk, consider where wayward moisture ends up as it enters up higher through voids, seams, and cracked siding and follows the tarpaper down to the top of this window. It can only build up and run into the walls where nobody will detect it until mold, rot, and decay has done it's damage. The worst of this situation happens during the November through January driving-rain season.
