The markings on the bottom read "OC-192" (a 10 Gbps optical networking standard) and "LINBO3 TX", which probably refers to LiNbO3, a material used as an optical modulator. This probably is involved somewhere in the signal chain of processing a transmit signal used to drive an LiNbO3 modulator in a Serious Telecom Application.
