i own all this to superlocal.
in seoul there is no parking space. so people leave their telephone number on the windshield of the car.
if another car is blocking you, just call that number and the owner will come immediately to move his vehicle! no matter what time it is!
this says a lot about korean society. you make your number public to help managing a costant emergency. the lack of parking space.
superlocal used to call it "collective pragmatism".
it is a great feature!
