I travel a lot and often get asked about my packing solutions. I use both the folders and the cubes and a sac for toiletries from Eagle Creek. Have a look here: www.eaglecreek.com/accessories/
I have one folder for pants/skirts/shorts and another for dresses, one cube for bathing suit/undies/bras/PJs (I always keep this packed with clean stuff so it can get tossed into my luggage) and one cube for shirts.
I always take a stuff sack with me (usually with a pair of shoes in it on the way over). When I get there I hang it somewhere (on a door handle usually) and that's where my dirty clothes go.
It requires some discipline, but if you can force yourself into this system you'll always have what you need but not too much and it will all fit into your luggage. It will also help keep you sane because you throw the folders and the cubes in and go. Same thing when you leave - pack 'em all up and leave!
