I always see Moses at the traffic lights where he asks for money from passing vehicles. He is never without a smile.

This is part of the Ste Genevieve Historic District as a "contributing" building. That means that it's not worthy in itself, but it contributes to the historic importance of some other building - in this case, the Moses Austin House.
Fun fact: a doghouse can be a "contributing structure."
