The reforms will focus on five specific areas, including transforming the procurement process by harnessing the state's full buying power to reduce costs, eliminating costly empty space leased by the state, modernizing information technology systems, improving customer service, and streamlining business services. These reforms are expected to save taxpayers $600 million in all funds over five years including $100 million in all funds over the next fiscal year.

Efficiency plots of the Classic prius engine, based on measured engine airflow and the assumption that it takes 14.7grams of air to burn one gram of fuel. I am not happy with all the data points that are spread far away. I think I need to filter out the points that lie in areas with fast transients. anyways, from those points here I can see a good efficiency for everything above maybe 1500rpm.

The Mercedes-Benz Vito is a mid-sized light commercial vehicle (LCV) produced by Mercedes-Benz, available as a panel van, chassis cab, or multi-purpose vehicle (MPV), carrying cargo or up to eight passengers.
The second generation introduced in 2004 as an MPV the Viano is based on the Vito panel van. In 2010 it received a facelift with revised front bumpers, rear lights and an upgraded interior.
Six seats come as standard but up to two three seat benches can be fitted to produce an eight seat mini-bus. The Vito refers to the cargo van variant for commercial use; when passenger accommodations are substituted for part or all of the load area, it is known as the V-Class or Viano. The V-Class/Viano is a large MPV.

In August 2008, a variant of the Vito was approved by the Public Carriage Office for use as a licensed London 'black cab'. The Vito taxicab includes electric sliding doors, electric steps and seating for six people. The Vito's rear-wheel steering enables it to meet the PCO's strict Conditions of Fitness requirements including a 25 ft (7.6 m) turning circle and wheelchair accessibility. The vehicle, a variation of the 'Traveliner' model, is built by Penso in Coventry. The rear wheel steer system is licensed from one80, and it is distributed through Eco City Vehicles subsidiary KPM-UK Taxis. The new Taxi does not perform the famous U-turn in the same way as the TX and Metro models, instead it incorporates an electrically operated rear wheel system, activated by a button adjacent to the steering wheel. This turns the rear wheels in the opposite direction to the front wheels, thus allowing the Taxi to perform the same tight turning circle as the TX and Metro models. This system is only possible when the vehicle is traveling at less than 5 mph (8.0 km/h), and if the vehicle goes over this speed while the LSM is active, it is deactivated, and the wheels straighten up.
It is longer and wider than the TX models, but travelling through tight spaces is aided by the electric folding wing mirrors, which as of 2009 are standard.

This is an oversimplification, but it gives the basic idea. Every energy transfer loses energy. The percentage of energy that does what you want is something worth looking at. The controversy of switching light bulbs seems to have passed, but when Republican President Bush and the Democratic Congress in the mid 2000s were looking at ways to decrease the US dependence on outside energy sources, phasing devices that wasted 90% of the energy put in seemed like a good place to start. There was an outrage over this, partly because the transition technology of compact fluorescent bulbs wasn't great, but with the advent of LED bulbs it seems that most are thrilled for the switch and the 75% reduction in energy use.
Internal combustion engines like we have in cars are also very inefficient, but there are physical laws that prevent them from getting much better (see Carnot's law.) Fuel economy has been increased enormously in recent years, however, because there's many other things that can be tweaked to increase efficiency (lightening weight, improving aerodynamics, etc)

Rwanda’s Ministry of Environment, UN Environment through the Ozone Secretariat and United for Efficiency, and the Kigali Cooling Efficiency Program have hosted a group of environmental experts, philanthropists, business leaders, international NGOs and government representatives to mark the adoption of the Amendment and strategies to ensure its long term success. The event took place on 28 January 2019 at the Marriott Hotel, Kigali. The event recognised the work Rwanda has done to meet its obligations under the Kigali Amendment. These efforts, which have been possible thanks to the Kigali Cooling Efficiency Program and UN Environment's United for Efficiency, include conducting a market assessment, developing a national cooling strategy and minimum energy efficiency standards, and creating financial tools to support businesses to invest in efficient cooling.
First test of the turbine on 14 white LEDs, showed that above 100 mA (total), LEDs doesn't increased brightness linear with increasing current as expected.
At one point, current still increase but resistance/impedance of the generator is pretty high to supply that current without loses at generator itself (overheating coils).
It is not so obvious from brightness of the LEDs, but it is obvious by looking at frequency vs. current intensity.
Some data still missing - not much wind past few days to check all possible wind speeds, and all possible measurements.
I am expecting similar situation with accumulator battery charging. Those LEDs has threshold about 2.5V (not sure exactly), and below that voltage, no current flow at all.
Exactly that will happen with battery charging, but it will depend of how empty or full battery is.
So, proper electronic have to be made in order to maintain proper current and protect against overload/overcharge for both: generator and accumulator.
