The session explores how strong governance, cross-sector collaboration and institutional innovation can enhance investment in resilient transport systems, drawing lessons from sectors such as energy and telecommunications. Speakers include Hiba Fares, CEO, RATP Dev; Naoki Fujii, CEO, Narita International Airport Corporation; and Umberto de Pretto, Secretary-General, International Road Transport Union.
Transport is one of the hardest sectors to decarbonise, and following the Ministerial Declaration signed by eleven countries at COP30 in Belém, the coalition will present its new leadership and 2026–27 work plan at the ITF 2026 Summit, emphasising that resilient transport investment and emissions reduction go hand in hand. Speakers include María Fernanda Rojas, Minister of Transport of Colombia; Sara González, Technical Director of the National Council for Climate Change and Carbon Market of the Dominican Republic and UNFCCC Vice-President; Bareo Hassen, State Minister of the Ministry of Transport and Logistics of Ethiopia; and moderator Daniel Bongardt, Head of Team Infrastructure and Mobility, GIZ.

Organised by the Ministry of Land, Infrastructure, Transport and Tourism of Japan, Life-Links, Kuehne Climate Center, IRF, Oris Materials Intelligence, and the Asian Transport Observatory, this session explores how to improve the resilience and connectivity of international logistics networks disrupted by global shocks. Panel 1, moderated by Emiko Araki (Ministry of Land, Infrastructure, Transport and Tourism), features Sakiko Hirokane (Logistics and Road Transportation), Yaroslav Kholodov (ITF), Miyoung Kim (Toyota Tsusho Corporation), Kazuhito Yoda (Nissin Corporation), and Aleksandra Suladze (Ministry of Economy and Sustainable Development of Georgia). They discuss diversifying freight routes between Europe and Northeast Asia through Central and Southeast Asia, addressing challenges like transportation costs, lead times, and procedures. Cyberattacks on critical infrastructure, such as the Colonial Pipeline, are increasing in frequency and size. Concurrently, infrastructure operators are implementing new technologies that increase efficiencies, but these could also make their assets more vulnerable to cyberattacks. How can the industry embrace digital adoption while managing cyberthreats? What can be done about zero-day exploits—that is, cyberattacks that occur the same day a vulnerability is discovered by a hacker? What preventive strategies might reduce downtime?
