New graffiti laws in New York now make it illegal for anyone under 21 to buy or possess spray paint, broad tip markers and etching acid. Commercial property owners and apartment complexes will be responsible for removing graffiti or fined.
Street art needs to exist and no matter what laws you create there's still a need (like breathing) for people to express themselves publicly and that's never going to change.

The Old Royal Naval College and Elstree Studios have made history, setting a new Guinness World Records™ title for the largest gathering of people dressed as film and TV characters. On Saturday 27th September, the UNESCO World Heritage Site in Greenwich was transformed into a dazzling real-life movie set as 874 fans arrived dressed as 45 iconic screen characters – from Queen Charlotte and Jack Sparrow to Luke Skywalker, Batman and Indiana Jones.
