À l’approche des élections du 5 octobre prochain au Québec, une question qui se pose est de savoir quel sera le rôle de l’intelligence artificielle.
J’ai récemment visionné un reportage sur DIELLA, une femme politicienne qui est ni plus ni moins un chatbot artificiel.
C’était en septembre 2025 que cette première mondiale en Albanie s’est produite, où une ministre virtuelle générée par l’IA a été présentée au Parlement. Une initiative qui, au final, ressemble au roman de fiction THE MOON IS A HARSH MISTRESS, où un ordinateur décide des actions des humains. La ministre virtuelle générée par l’IA est baptisée Diella et officiellement chargée des marchés publics albanais et de l'attribution des contrats gouvernementaux. Un concept pour éliminer la corruption parmi les politiciens et les fonctionnaires.
Évidemment, on ne verra pas ce genre de politiciens robots lors du scrutin du 5 octobre au Québec, mais en théorie, la situation pourrait être une réalité partout dans le monde d’ici les prochaines années et la gestion de l’état est déjà largement gérée par l’intelligence artificielle.
À titre d’exemple, tous les partis politiques utilisent l'intelligence artificielle pour leurs sondages et récemment, le Parti Québécois disait avoir demandé à l'intelligence artificielle de relire son livre bleu et d'évaluer la qualité de la structure du livre de 500 pages.

As Quebec’s October 5 election approaches, one question that arises is: What role will artificial intelligence play?
I recently watched a news report on DIELLA, a female politician who is nothing more than an artificial chatbot. It was in September 2025 that this world first took place in Albania, where a virtual minister generated by AI was introduced to Parliament. An initiative that ultimately resembles the science fiction novel *The Moon Is a Harsh Mistress*, in which a computer dictates human actions. The AI-generated virtual minister is named Diella, and she is officially in charge of Albanian public procurement and the awarding of government contracts. The concept is designed to eliminate corruption among politicians and civil servants.
Of course, we won’t see this kind of robotic politician during the October 5 election in Quebec, but in theory, this scenario could become a reality worldwide within the next few years, and government operations are already largely managed by artificial intelligence. For example, all political parties use artificial intelligence for their polls, and recently, the Parti Québécois said it had asked artificial intelligence to review its “blue book” and evaluate the quality of the 500-page document’s structure.
