This photo was taken in Pham Ngu Lao, a well-known tourist hangout in Saigon rivalling Thamel in Kathmandu, Paharganj in Delhi, and Khaosan Road in Bangkok.
These places specialise in services such as hotels, restaurants & bars, and travel agencies catering to foreign independent tourists and/or backpackers and function as the base to arrange travels around respective countries. Some also use the places to recover from tough travels, and a few continue to stay for weeks or even months if the places have a charm in its own right. The last one is called Chinbotsu (沈没 shipwreck) among Japanese backpackers.
The bottle in the photo was my first beer of the trip around Mekong Delta. Tiger is another beer brand with its headquarters in Singapore.
