After the event's at Arkham Asylum, The Warden, Quincy Sharp, took credit for Batman's work in stopping the Joker to boost himself in his mayoral campaign of Gotham. He eventually became mayor, and started his plan to clean it up. First, he deemed Arkham Asylum and Blackgate to unfit for holding inmates. Sharp then bought a huge slum in Gotham and walled it off from the rest of the city. It was called Arkham City, where the inmates were dumped and given full reign over the city with only one rule: Do not attempt escape. Breaking this rule was met with instant death, brought out by the "Tyger" mercenaries hired by sharp to patrol the city borders. Among the locations in Arkham city is the infamous Crime Alley, the place of the Wayne Murders. Even when closed off to the public, Crime Alley is still the bloody place it was before.........

Dr.Jonathan Crane can induce fear in anyone with his own fear toxin. He is an expert in the psychology of fear and its affects,and worked in Arkham until it was discovered that he was experimenting on his patients.
Scarecrow now haunts Gotham and feeds off the fear of others and carrying out his secret plans.

She becomes fascinated with the Joker while interning at Arkham, and volunteers to analyze him. She falls hopelessly in love nearly instantly with the Joker during their sessions, and she helps him escape from the asylum more than once. When the Joker is returned to Arkham after a battle with Batman, the sight of her badly injured patient drives Harley to don the costume and become Harley Quinn, the Joker's sidekick and on/off girlfriend. She later becomes fast friends with Poison Ivy, who injects her with antitoxins to give her the same immunity to poisons she has (which explains why she is not affected whenever the Joker releases his lethal laughing gas).
