When you register to vote on election day in Wisconsin, the Government Accountability Board mails you a postcard to confirm your registration is valid.

 

Undeliverable postcards are returned to the municipal clerks so that they can clean up their poll lists.

 

Returned cards do not mean these are fraudulent registrations. Some of these were returned because of errors in data entry or because of the fact apartment numbers were not included in the registration.

 

However, many of these postcards were returned as undeliverable, no such address, temporarily away or the resident moved and the forwarding time has expired.

 

As of July 25, 180 cards have been returned to the City of Racine clerk's office. There are more than 180 pictures in this set of photos, however, because where the postal label had covered the original address, we captured both the card as it was delivered to the clerk, and took another photo to show the original address.

Towards an active, enecuva, accountable JNUSU .

The defeats and victories of the fellows at the top aren~t always defeats and victories for the fellows at the bottom -Berto/t Brecht .

There is no shortage of political rhetoric in JNU. It reaches a crescendo during the JNUSU elections. However, in tnis .

combination of sound and fury, one simple, basic thing gets~Jost-that the student's union is a body that belongs to the .

students, and not to a handful of office~bearers or their political masters. That the strength (or dignity) of the union lies in .

the collective will of the students, not in the political connections or clout of Its 'leaders'. .

Choosing your union representative is really a steP towards the kind of campus you want: It is amply .

clear that In this system, the interest of the government I state l policy-makers are antithetical to that of the common .

people. This extends into education as well. The interests of the university administration Is in pushing the pro-imperialist, .

anti-people agenda of the state -to make the campus market-oriented, making it inaccessible to the poor or the backward .

masses; to use education to reinforce the status quo, rather than question lt. The whole point in having a union is to .

collectively resist the machinations of an authority that pushes an anti-student agenda. And the only way to do It is to .

confront the administration with the collective strength of the students, rather than keeping movements restricted to token .

demonstrations and lndtvidual negotiations by union representatives. So, an effective, accountable union wUI not only need .

to be for the students, It will need to be of and by the students as well. .

SignJficantly, the way students' politics is practiced by the student wing of various parliamentary partles is exactly .

the opposite of this. No matter what the rhetoric, left (rather, Offidal Left), rlght or centre-what Is played out on the .

ground Is just an extension of their status-quolst, anti-people agenda, trying to garner support for their parliamentary .

masters. No wonder that in most universities (Including states ruled by the so-called 'Left'), student union elections are .

fought with brute musde power, the parliamentary style 'settings' along caste I communal/ ethnic lines and buying and .

selling of votes. At times, these unions become appendages of the administration-a tool to implement the anti-student .

policy and keep the general students under control. Of course, It is not surprising that the administration and these so-called .

student organizations end up on the same side -after all, both are Implementing the same polldes formulated by their .

masters in the parliament. These practices by the mainstream student organizations not only hide the real potential of the .

Union as an invaluable weapon in the student's struggle for a democratic campus and society, It also turns the general .

students away from union and activism. What's even more alarming, the ruling class parties take advantage of this mess .

which Is of their own creation and tries to push right-wing measures like the Lyngdoh recommendations, which effectively .

subverts even the possibility of any meaningful student movement by maldng the union more subservient to the authorities. .

Time to take stock: At a time when even the concept of a student's union Is under attack both from outside (lyngdoh, .

government bans in various states) and inside (mainstream student organizations), the current JNUSU election becomes .

immensely significant. More so because the democratic space in JNU is fast shrinking with the organized de-politidzation of .

the student community and the administration baring its fangs to curb student protest. Let us take a look at the JNUSU .

leadership's role on certain key issues, and see If JNUSU had indeed been an effect1ve, transparent and accountabl·e-a .

union that can resist the imperialist onslaught on education and students' rights. .

Reservation: Forced by people's movements and widespread discontent, the government has been forced to legislate on .

reservation. Yet, statistics show that even SC/Sf reservation has never really been implemented properly1 either in jobs or In .

edtJcation. The same story is being repeated with the OBC reservations. The Supreme Court rushed in to help the .

government caught in a tight spot between not being able to either withdraw or implement the 27°/o OBC Reservation Act .

That is the magic of the semi-feudal semi-colonial system. The various organs of class/caste artirulations of the Indian .

state, the le:glsfature, the executive or the judidary, will always work in tandem to legitimize and perpetuate the exploitation .

and the age-old domination. At the idea of compromising even an Iota of the upper caste domination of educational .

resources, we have witnessed the extremely reactlonary backlash of the dominant castes in the form of Youth for EquaHty. .

Significantly, these champions of \equality' and 'merit' are deafeningly silent when 'thousands of seats are reserved for .

capitation fee. .

But what about the \Left' led JNUSU? Right from the beginning the JNUSU leade,tshlp had made the .

demand for 270/o OBC reservation conditional on the demand for 54°/o seat in~ase! Which effectively mean that .

tlll the Interests of the real 'creamy layer' are safeguarded, there Is no question of allowing the backward castes through the .

portals of higher education. And given the state's reluctance to spend mon~y on education, given that in the last 50 years .

seats couldn't be increased to accommodate students from educationally backward sections, such huge Increase of seats at .

one go is really a remote posslbllity7 which makes the chances of 27%> OBC reservation rather bleak. What more the .

government is even ready to start schools run by corporate sector (read SEZ) with little Intervention from its side. And as· , soon as the matter became sub-judice the JNUSU leadership was more than to sit silent. So much for th_elr Claims to be .

progressive! Perhaps by their calculations, fighting for proper implementatJon of reservation doesn't translate Into ~logic .

ground doesn't really match up to their rhetoric, and only perpetuates the benefits enjoyed by the privileged on~. This .

SC/Sf quota In a number of spedflc schools and centers, especially In the science schools, .center for law and Ggvemance, .

School of Arts and Aesthetics, certain centers In SIS etc. Discrimination against M. Phil candidates from oppressed sections .

ln.School G>f Arts and Aesthetics was made public last year. The JNUSU leadership, forgetting Its pr~electlon pro!,llises, failed .

to ensure anymechanism to prevent that. Nor was the case further probed. .

struggle for Workers' rights: We have seen that the united fight put up by Students-te~chers-workers can be a potent .
