While not easy to discern at first glance, the Type 94 is a heavily modified variant of the Soviet MT-LB and its myriad clones. Indeed, the China South Industries Group Corporation (CSGC) intended the Type 94 to be a makeshift fire support vehicle for underfunded militaries in developing countries who frequently field Soviet designs and their subsequent derivatives. To achieve this, the Group added a substantial amount of ERA and other applique components to the MT-LB to improve the otherwise light-skinned vehicle's ability to absorb punishment without crippling it outright. Additionally, CSGC mounted a powerful 40mm autocannon atop the vehicle with an integrated 84mm ATGM to serve as a stand-off weapon against more heavily armored foes. Furthermore, by taking advantage of the space typically allotted for dismounts, the designers of the Type 94 was able to cram in additional missile reloads, along with displays to enhance situational awareness. Collectively, these improvements were intended to give light infantry supported by the vehicle a more robust view of the battlefield and the ability to take initiative against entrenched enemies and their supporting vehicles. In practice, however, the Type 94 falls short in numerous ways--at least according to a mix of open source leaks and formal collections from Western agencies.
For starters, the rounded applique along the frontal arc of some Type 94s is made of fiberglass rather than lightweight metals like aluminum. Because the vehicle and its upgrade kits are manufactured in more than one Songun Republic to quickly establish and sustain export capacity, quality control standards seem to be incongruent among national factories. Type 94s manufactured from inferior or improper materials seem to derive from production facilities concentrated in North Korea and northern China while those in southern China and Vietnam appear more competently put together. Secondly, online promotional videos of the 40mm in action reveal that the cannon likely lacks a stabilization system. Isolated stills from the videos demonstrate loose groupings on targets, even when the vehicle is recorded in a stationary position. Grumbles from actors equipped with the Type 94 in the Middle East and North and Sub-Saharan Africa corroborate these suspicions, suggesting that CSGC's design is ill-suited for anything short of suppression by volume of fire.
Lastly, additional video postings and images on East Asian social media platforms show Songun infantrymen poking fun at the fact that the ERA blocks attached to their Type 94s are actually empty or filled with non-standard materials like gravel, cardboard, and wood blocks to simulate the weight of the explosives. While many have postulated the explosive blocks are removed for exercise purposes, others have suggested that severe corruption within the USR as a whole has enabled certain officers and maintenance personnel to sell off the coveted ERA to either outside buyers or, funnily enough, other Songun Republics whose own corruption have left them ill-equipped. Indeed, although the USR is a black box in many ways, pro-Western forces have found increasing evidence that much of the USR's military-industrial complex is built on a shoddy foundation. If accusations of a circulatory black market are true, then estimates of the USR's conventional fighting strength may be severely overestimated. Additionally, such a black market also suggests that there are avenues for future intelligence penetration as a significant number of officers are receptive to short-term gains in the form of bribes or luxury goods. So, while the Type 94 was intended to offer supplementary firepower to the USR and its clients, it has unintentionally served as a canary in the coal mine of graft.
