When the river is almost as dry as the land......
The River Severn water preservation order is a response to the severe drought conditions affecting the river and its catchment. The Environment Agency and Natural Resources Wales have applied for a drought order under Section 73 of the Water Resources Act 1991 to conserve water in Llyn Clywedog Reservoir and protect the river's ecology. The order aims to maintain supported water resources along the River Severn for longer at lower quantities, preventing significant and sudden river level/flow declines that would stress ecology and impact migratory fish. The order includes capping releases from Llyn Clywedog reservoir to 1.5% of remaining storage if storage falls below the 'emergency storage' trigger. The anticipated effect of the drought order is to lower flows and water levels along the River Severn, allowing releases to continue for longer to protect migratory fish and ecology during the worst of the drought. The impacts from operating the River Severn Drought Order are predicted to be temporary, with the environment expected to recover naturally and within one to three years once normal rainfall returns.
Locally the Canal and River Trust have closed Gloucester lock because of the low levels but continue pumping into the Gloucester /Sharpness canal which provides water for Bristol, for commercial shipping at Sharpness Docks and for navigation.

Good power, good light, and good scenery—the eternal journey of the foamer to capture all three at once is admirable. It seems like it should be easy. Ironically, once all the variables to capturing such a shot are considered, suddenly it seems almost impossible. As always, I fell one short here.
