Graffiti was here
The timeline, as best I can reconstruct it, is as follows:
1. Building once covered in graffiti.
2. "NO PARKING" sign or somesuch placed on building, covering some of the graffiti.
3. Rest of building gets a subsequent powerwash at one point, removing all the graffiti.
4. "NO PARKING" sign or somesuch is later removed, exposing the un-washed graffiti underneath.
It's like reverse stencilling or something.
