The extra cold air where the ICE team works usually stalls out the engine of a speeder and creates too thin of atmosphere for maneuverability. The Unitron scientists created the front foils specially for the ICE team to heat the surrounding air and allow the bike to operate. For added use, the four main air foils also rotate to act as skis when needed.
The VX-11 also as a removable satellite for up-link to Zycon Five. A VX-11 bike will often take the spot of one of the snowmobiles on the VX-02 class drop ship.

The Ice Planet theme had a lot of small/poly-bag sets. But this small build from the main base set, 6983, was about as close to a speeder as the theme got. A Clone Wars design also seemed to appear here.
