He is smoking a beedi which is an Indian equivalent of cigarette (for all those who don’t know about it ;) ). It doesn’t have a filter and produces much more smoke. Being a non-smoker that’s all I can tell you about the beedi but in case you want to read more here is a good link.

It is generally assumed that beedi smoking is less harmful than cigarette smoking although there is no scientific documentation of this belief. Beedis are made from sun-cured tobacco rolled in tendu leaf wrapper (Diospyrus melanoxylon or Diospyrus ebenum) about 6 cm long and do not have filters. "
