I don't mean to belittle your great cities reputation, but you don't know what rain is What you call rain, we call... well, we don't call it anything, because we don't get that stuff. Produce mist?
Lake Charles actually averages about 20 more inches of rain/year than Seattle (57"/37"). Granted, you get way more days of precipitation than we do, but that just means that when on days that it does rain here, we average 5" to every 1" that Seattle gets.
