Professor John Stewart

John Stewart is an emeritus professor at Birmingham University in the Institute of Local Government Studies (Inlogov) where he's been member of staff since 1966, when he was appointed to develop management courses for local government.

He has pursued wide interests in local government and in public management. His work over the years has focussed on such issues as the development of corporate management, the need for a public service orientation, the growth of the appointed state and the development of community governance. He has stressed the need for public management to be based on the distinctive purposes and conditions at the public domain. His current work emphasises innovation in democratic practise and the design of new political structures in British local government.

John was Director of the Institute for seven years and Head of the School of Public Policy for three years. He has worked closely with the Local Government Association and other national bodies concerned with local government.

His main current teaching is on seminars provided for particular local authorities exploring the challenges posed by the government's programme.
