I wasn't aware that a Forever 21 existed in Williamsburg until I saw it on a closing list, which I doubted was actually going out of business until I saw a TikTok of the closing sale taking place. The store seemed to be conducting its' final days of business when I finally decided to drop by, as everything was 90% off and the remaining merchandise was moved to just a few fixtures and boxes towards the front of the salesfloor. The remainder of the salesfloor was mostly empty, with bare fixtures and boxes of hangers moved against the walls. And based on the few photos I found of original tenant Bass online, it looks like Forever 21 did the bare minimum to the store's buildout when they moved in, as they seemed to have kept the carpeting and flood lights intact. It's very appropriate for a fast-fashion company like Forever 21 to give their outlet store this half-assed aesthetic!
