Can anybody identify where this is? Beccles is in Suffolk, U.K.

 

The inner circle reads "VICTORIA 60 YEARS QUEEN OF GREAT BRITAIN AND IRELAND" Date of plaque 1897.

 

Queen Victoria - Ascended: June 20, 1837 - Died: January 22, 1901

 

I know where the plaque is, but not the full history. Knowledgable historians needed. :-)
