The Dark Knight at City Hall

This guy was posing with the women in the stylish dresses made from flags. He was able to get up on this part of the exterior, which is not really legal to do, but there were no police around to tell him not to stand there.

 

He looks a little soft, as my auto-focus decided to concentrate on the flags.
