No the camera isn't tilted over in case you are wondering!
I use HDR for these shots as it is very tricky to get the foreground and sky perfectly shot together. With a single shot you will get a great sky and silhouetted ground or the other way around in this sort of extremely bright and dark environment. Three widely spread exposures allows more control over the image creating something more akin to the human eye's ability to see all of the dynamic range available. So for those who might consider HDR shots mere trickery I would suggest you consider the practical applications!
Having said that... my graduated filter might have also dealt with this problem almost as well... so you don't always have to resort to the clever stuff!
