Art doll in progress

I have NO idea where this work is going. I know I'm going to have to make her eyebrows a little less Brooke Shields and add another lay of Apoxie Sculpt hair (when I figure out what her body is going to be!) I feel a little lost but I know she will come together! Any suggestions? Should she be a Sea Queen? A Garden Statue? A mermaid? I'm really at a loss....
