Apparently someone's public art, on a chain link fence right next to the "Danger No Trespassing" sign. So nicely executed that you don't notice it at first.
Not clear what this vacant lot is for. I have a strong desire to put in a few boulders and rake it like a japanese garden. then at least it would be enjoyable.
