I found the above quote in Joseph Nechvatal's "Immersion into Noise" recommended to me by Bill Smith. Nechvatal's essay is about "noisy art" which he proposes is an antidote for the abuses of power in our times. This is a treatise for you, Richard S. Warner, if you haven't already read it.
