Broken Winkomatic cluster
Based on Streetview history, the broken cluster was a 3-head like the Type R cluster adjacent, but with an 8" green arrow for northbound traffic turning left to enter Belmont Park. It seems an overheight vehicle hit the cluster at some point between 2016 and 2017, breaking off most of the signal heads and sections.
When the intersection was in operating condition, it seemed to run in flash mode unless an event required traffic control at the gate, namely the Belmont Stakes.
