This is a Black Oak (Quercus kelloggii) on Mount Laguna in eastern San Diego County. With an elevation over 6,000' above sea level, it is one of the few places in Southern California for people to see snow in the winter. This image, taken on 26 December 2019, captures the scene during a massive winter storm that is projected to drop between 12" and 24" of snow on this peak, and when this photo was taken, had led to the closure of Interstate 8 along the southern California border between Ocotillo and Manzanita.
