“I wouldn’t see it as a bad contract”, Charles Kaphwiyo, Director of Malawi’s Department of Mines, said of the controversial 2006 agreement between his government and Paladin Africa, “but there are areas for improvement.” Several NGOs, media outlets and even civil servants have criticised the government for failing to broker a better deal for Malawians with Kayelekera mine. “There are some things that we as government didn’t know that we accepted in the contract.
